Editorial - Underground rail costs up to Auckland ratepayers

Government financing of the Auckland underground rail loop has been rejected by Minister of Transport Stephen Joyce,  on thre grounds that cosy-benefit studies don't stack up. An Editorial in the NZ Herald 
analyses how their can be such a big disparity in studies and cosyings done by consultants employed Government and those by Auckland city and goes on to suggest it is now up to Auckland rate [local tax] payers as to whether they wish to foot the $2.4 billion bill.
